A. Background
The Water and Sanitation Providers Association (WASPA), Aqua for All, Water.org, and the Co-operative Bank of Kenya have partnered to strengthen water and sanitation infrastructure in Kenya. The partnership is aimed at unlocking investment finance to expand (public) infrastructure to deliver better services of water and sanitation in Kenya.
B. Objective of the CFP
The FY25 Infrastructure Partnership Goal seeks innovative, scalable, and financially sustainable proposals from Water Service Providers (WSPs). The aim is to improve and expand access to water and sanitation through infrastructure development, climate resilience, and blended financing solutions.
C. Key Focus Areas
The project will focus on Efficiency Improvements including;
i) NRW Reduction (physical and commercial losses)
ii) Energy Cost savings
iii) Last Mile Connectivity
D. Results-Based Financing Program Structure;
The FY25 Infrastructure Partnership brings together a unique blend of financial and technical support mechanisms designed to enable Water Service Providers (WSPs to develop and implement viable infrastructure projects.
The Cooperative Bank will provide loan facilities to qualifying applicants will issue commercial financing. Aqua for All will offer a results-based grant of up to 25% of the loan facility to complement the commercial financing. Water.org will provide technical support and capacity building to WSPs to develop bankable proposals.
E. Basic Financing Term
- Loan size < KES 50 million
- Loan tenure: maximum of 60 months; 6 months grace period.
- Concessional Interest rate: BBR+ 2% p.a.
- Appraisal fee: 1% per tranche disbursement
- Equity Contribution: 10%-20% of the loan amount
- Technical Assistance grant up to 10% of project cost
- Loan subsidy/rebate: Up to 25%
- Daily escrow account build-up.

Selected proposals will receive:
- Technical assistance from Water.org.
- Access to customized financial products from the Co-operative Bank.
- Networking and visibility via the WASPA platform.
Application timeline - Call Opens: February 2026
- Project identification: within 14 days
- Project preparation: April 2026 up to 30 days
- Project appraisal: June 2026, 14- 30 days
- Financing approval and contracting: July 2026, 14- 30 days
- Loan disbursement and release of grants to WSPs escrow: August 2026- January 2027
- Project monitoring and evaluation: continuous
- Loan repayment: up to 5 years
